Short Answer

Anything that is generally considered to be like perfume is considered perfume. Lightly scented soap or lotion is usually not, but heavily scented lotion might be.

Reason for Asking the Question

It is prohibited to wear perfume while performing Hajj or Umrah so the question is to figure out whether these count as perfume or not.

A group of scholars said, “Perfume is everything that has a pleasant scent to it, and it is considered by sensible people to be a form of perfume.” [al-Fatawa al-Hindiyya 1:240]
